Description

Being prepared and ready to respond quickly and effectively to all hazards is crucial. In partnership with companies across the energy sector, the U.S. Department of Energy’s Office of Cybersecurity, Energy Security and Emergency Response (CESER) plays a vital role in coordinating Federal and state government strategies with industry. Cybersecurity is one of DOE’s core priorities. CESER is looking to develop the future leaders in energy security policy by bringing in scientist and engineers with technical knowledge and experience.

The U.S. Department of Energy’s Office of Cybersecurity, Energy Security and Emergency Response (CESER) addresses the emerging threats of tomorrow while protecting the reliable flow of energy to Americans today by improving energy infrastructure security. CESER plays a vital role in coordinating Federal and state government preparedness and response strategies with industry. CESER is seeking an individual to participate in policy-related projects at the Office of Cybersecurity, Energy Security and Emergency Response in Washington, DC.

As an ORISE participant, you will be a member of the CESER team, learning skills and collaborating on activities critical to CESER’s mission. You will interact with CESER staff and collaborate with a variety of other Federal agencies, and interact directly with state energy officials and the associations that support them. You will receive hands-on experience that provides you with an understanding of the mission, operations, and culture of DOE.

You will be assigned to a policy-related project and will be mentored by senior CESER staff. You will be embedded in CESER, while researching and developing tools to enhance energy security planning. You will be learning and engaging in the following activities:

  • Conducting analysis of existing state local, tribal and territorial government plans, documenting process flows, evaluating streamlining options and providing recommendations
  • Conducting research and compile information as part of the analysis process
  • Collaborating with others to develop resources and support continuous process improvement
  • Design materials, such as user-friendly guides and templates for stakeholders
  • Researching and developing tools to problem solve other issues identified by CESER
  • Communicating key facts and analysis to senior leadership and stakeholders

Participant Benefits

Participants will receive a stipend to be determined by CESER. Stipends are typically based on the participant’s academic standing, discipline, experience, and research facility location. CESER may authorize a stipend increase to offset the costs of health insurance. Participants are eligible to purchase the family or individual health insurance plan offered through ORISE. A relocation allowance may be provided for participants relocating to the hosting facility. Participants may receive an allowance for education and/or scientific activities as approved by CESER.

Nature of Appointment

The participant will not enter into an employee/employer relationship with ORISE, ORAU, DOE, or any other office or agency. Instead, the participant will be affiliated with ORISE for the administration of the appointment through the ORISE letter of appointment and Terms of Appointment.

Qualifications

Participants must have received their degree (M.S. or B.S.).

Preferred candidates will:

  • Have a strong analytical, research and communication (oral and written) skills and demonstrated capacity for creative thinking.
  • Have a superior academic performance.

  • Have the ability to take initiative on individual projects, but willingness to engage collaboratively.
  • Have experience collaborating with local or state governments.
