Departmental Overview

The College of Engineering at UC Berkeley is recognized for its educational and research excellence, consistently ranking among the top three Engineering colleges in the United States. With more than 240 regular faculty members, 2,100 graduate students and 3,600 undergraduate students located in seven academic departments, Engineering is the second largest college on the Berkeley campus. A multiunit Dean's Office provides administrative, student services, development, and capital projects services. COE occupies ten buildings on the Berkeley campus and has extensive facilities at the Richmond Field Station.

The Academic HR Analyst 3 reports directly to the Assistant Dean, Academic Affairs. Incumbent provides academic HR advice and services to college department staff, managers, and chairs on academic issues such as academic advancement, conflict of commitment reporting, and leave policies and procedures.

Responsibilities include analyzing, recommending, developing, implementing, administering, coordinating, and/or evaluating academic human resources policies, labor contracts, statutes, programs, and procedures covering one or more of the following: academic recruitment, appointment, and advancement; compensation and salary administration; faculty welfare programs; conflict of commitment reporting; visa procurement; benefits; payroll; training and development; faculty misconduct; and faculty equity.

50% Academic Personnel Case Review:

Independently facilitates/manages academic review processes, identifying issues relating to policy and academic advancement.
  • Reviews and analyzes department academic review case submission for conformance to policy to ensure that requisite analysis is in place to support the department's recommendations; liaises with department staff and/or department chair to achieve well supported case materials; prepares summary/analytical history notes. Drafts dean's recommendation for faculty appointment and merit cases, employing analysis of submitted materials and presenting summary and analysis of research impact, teaching and mentoring, and university and professional service activities. Coordinates case submission and dean's correspondence with the Academic Personnel Office. Assists in the appointment preparation and management of Unit 18 lecturer/TSP appointments.

40% Academic Personnel Administration:
  • Serves as a resource and technical expert to staff and faculty in COE departments and units on the application of academic personnel policy and procedures and complex work-related problems. Analyzes leave eligibility and informs departments of accumulated sabbatical leave credit; provides advice regarding various types of leaves, including ASMD and industrial leaves, required reporting procedures, and lengths of leave available. Monitors compliance with University policies. Analyzes conflict of commitment annual certification, student involvement, and prior approval requests for conformance to policy, highlighting any issues of concern for decanal review, and tracks and records the approval process. Interprets complex academic personnel policies, procedures, and practices from a variety of sources; determine relevancy of appropriate policies and applies them to specific actions submitted by departments and other units. Coordinates academic search processes, including placement of ads for the College's DEI Initiative, and review and analysis of department search plans and final reports. Reviews academic faculty search plans and search reports to ensure compliance with established policies. Assists with the preparation of statistical and qualitative materials for endowed chair committee analysis and department voting processes. Drafts decanal recommendations for off-cycle FTE requests, COE institute faculty director appointments, and other special appointments. Acts as liaison between department Academic Personnel staff, APO, and other campus offices for case review. Processes and records requests for Mortgage Origination Program and Faculty Recruitment Allowance approvals. Runs reports from the COE AP database for statistical analyses.

10% Organizational Efficiency:
  • Analyzes administrative procedures and develops new ones for more efficient and effective academic personnel administrative systems. Serves as custodian of faculty files and records, ensuring the integrity and confidentiality of the dean's office review procedures and its academic personnel files as required by Senate by laws. Maintains integrity of COE AP database through regular review and audit, and recommends improvements. Provides input for development of new record-keeping processes to help with quick and efficient data retrieval for statistical analyses. Provides strategic advice and counsel to supervisor by analyzing and interpreting system-wide and campus academic personnel policies, procedures, and practices and their impact on workflow.

Required Qualifications
  • Excellent critical and innovative thinking to address complex issues and present nuanced analyses. Extensive experience with academic personnel matters and in-depth knowledge of and ability to apply/interpret campus and college policies and procedures that govern academic HR. Thorough knowledge of systemwide and campus policies, union contracts, procedures and practices that govern academic HR administration. Thorough knowledge of campus and college goals, priorities and values and the legal and human implications of decisions. Ability to analyze complex issues, develop project scope and solutions, develop recommendations to department chairs and staff, and make critical decisions using best judgment. Strong organization, collaboration, problem solving, and interpersonal skills. Very strong oral communication, writing, and editing skills. Ability to maintain strict confidentiality and maintain professional attitude. Detail oriented with the ability to accomplish work with a high degree of accuracy. Ability to address issues independently or in consultation with the manager and campus authorities. Ability to take initiative, set priorities, and successfully manage competing deadlines and assignments. Experience using MicroSoft Office, including Word, Excel, and PowerPoint, and ability to master APBears, APRecruit, UCPath, and other UC-specific systems as needed. In manager's absence, demonstrated ability to resolve issues by using initiative and best judgment. Knowledge of unit academic culture and educational programs. Bachelors degree in related area and/or equivalent experience/training.
